Could not get a clear answer as to when they were starting work: "While our preference is to work cooperatively with the City, at the end of the day our goal is to complete the studies needed for the proposed expansion. We are required by the NEB to provide 48 hours notice to the City of Burnaby on our plans to begin work, and we have done this.  We've got a number of studies and surveys still outstanding – in Burnaby - so we're getting all those pieces (crews, equipment etc.) in place and will start work when we're ready; no sooner than 48 hours after giving notice to the City, per the ruling.  We respect the rights of peaceful protest but we must also ensure the safety of staff, the environment and the surrounding community. ” 

UPDATE: Monday, 9:32 a.m. Kinder Morgan will start work on Wednesday now. I think they wanted to give the city 48 business hours notice. Expect the showdown on Wednesday.

This came in Friday, after I left the office. The City of Burnaby received the required 48-hour notice that Kinder Morgan will start work on Burnaby Mountain, despite the city's opposition. The company can go back, thanks to the National Energy Board's latest ruling. They plan to resume survey work on Burnaby Mountain on Monday.
We will be there because I'm expecting a lot to go down. There have been "citizen rangers" keeping an eye on the conservation area, and they are ready to spring into action to block the pipeline work. There's been talk of civil disobedience etc. so I'm sure there will be cops there, uniformed and the more covert ones dealing with suspected threats to national security. (You know, the ones who came knocking on Lesslie Askin's door.)
