First of all, I agree that the City of Burnaby should implement the cash grab that is residential permit parking for locals that have parking issues.
I don't know that this will solve his problem entirely, but it would at least prevent folks that are using the streets as a park and ride for transit. So, take it up with the city.
As for his parents, perhaps he can pay the city to install accessible parking-only signs in front of that home. I'm not sure that the city would do this on a residential street, but if they don't, he should advocate for one instead of complaining about it. IMO, if they are elderly and have mobility issues, they should call a Handy Dart.
Regardless, he has no right to hold the space.
What he can do is call the city's bylaw to ticket the vehicle that has been parked in front of the house for over three hours. Which he already knows about. But since he's not the homeowner, I don't know if they would help him out.
After 6 p.m., he's out of luck. Street parking is a resource that should be available to all residents. If he doesn't get to park in the driveway of the place he is renting, that is no one else's problem but his.
