Confederation is not an off-leash park. There is a huge off-leash area beyond the playground. Please run your dogs there, not on the grass area where children play soccer or on the new track.
It is amazing to me that dog owners never have to follow any rules about leashes apparently because their dogs are so friendly. Not everyone is comfortable with dogs bounding around them.
